TTI firepower +6 base pads only getting +3

Went to Brownells today and picked up four of these, and its only changing my stock G17 mags to 20+1 instead of 23+1 as advertised, doesnt matter if i use the stock magazine spring or the supplied +10% mag springs.

With what i have its pretty much impossible to get 23 rounds in the magazine i can feel it bottoming out.......even when i tried the stock mag with one less coil

Has anybody gotten 23 rounds in there?
