Primers

Is it okay to switch primers? Meaning if a recipie calls for WLR, can you use any large rifle primer made by someone else?

Yes it is OK. If you are loading at or near max then I would drop the charge 3% to 5% and work back up.

Yes but if your at your max load for that caliber. Drop back your powder and work up a new load. Different primers can produce different pressures.

velocity AND accuracy

It is okay to switch; it is not okay to swap.

Certain loads will change based on primer; test to confirm.
As with ANY component change, most highly recommend working back up.

I do it all the time.

However, if I'm up against the top edge of the load, I'll back off and move back up.

I too load with my own favorite primers (CCI benchrest for rifle and cci for pistol) and like the others I load accordingly, at first back off the load and then work up.
