ruger p345 trigger load

I want to change the springs from a 22 pound load to a 19 pound load. Will this affect my SA 3 pound load if I change the spring with wolff? Also, will I be able to do this myself? If not, how much would a gunsmith charge for a service. Another thing I am thinking about is the legal aspect. I know that everyone says lawyers have a field day when you mod your gun, but I am not taking out my mag safety feature, just lowering the load for the trigger, cause 22 pounds is sooooooo much. Can this have legal retribution if I have to defend myself one day?
