If so, will a 220 fit in a 308 case, and still have enough room for a full powder charge, to get the bullet over say, 2100 fps?

Yes, the bullet will stabilize.

Edited, later.

I'm now at home & have access to better data including notes. Assuming you are using a bolt gun, H 414 has done quite well for me in 200 grain loads, so perhaps this is a good place to start. I note that several sources give approximately 2200 fps as possible from pressure barrels when a 220 grain bullet is used, but would expect real world results to be a bit slower.

Perhaps a powder with a slightly slower burn rate than H 414 would do better yet. Bob
