There is a lot of non-story here.

A total of 1 known cases and 1 known deaths and it happened 6 months ago.

The virus was listed THIRD on the causes of death (as per the OP's article).

Whether or not it is actually carried by ticks, some other insect, or otherwise isn't exactly a known...

So what we have is that poor Seested died of apparently multiple causes, one of which was the Bourbon Virus that has an unknown avenue of transmission as it is not known how Seested contracted the virus.
