The Speer manual, known for having some overly hot loads, has just one maximum load listed for which they claim gets close, and that is 3090 fps loaded with Reloader 25 in a 24" barrel. All the other powders they list max out at just under 3000 fps. They give 60 grains to start and 70 grains maximum for Reloader 25, and this is in a Winchester brand case, with a CCI 200 primer and 2.82" COL for their pointy bullet shapes.

Is there something magical about 3100 FPS that I don't know about?

Try Lyman data.

3100fps might be a little warm. 3000fps is more common in 7mm WSM and 7mm Rem Mag for 160gr. I think the case capacities are similar.
