fix my trigger pull?

I am pretty new to rifles (i used to shoot handguns about 20 yrs ago) and have been practicing with my Marlin 39a .22lr for about 3 weeks now.

I can get my group to be mostly within a 5" circle but it is always about 4" low. Unless I aim 4" high, I can't seem to center around the bullseye.

What am I doing wrong?

I practice at a 25yrd indoor pistol range and shoot standing/off-hand. I have read various instructions for proper stance, etc. I use an old scope (i don't know what power it is). If I fire the gun on sandbags it is accurate.

Also, at 25yrds off-hand how small of a group should I be able to shoot once I get good at this?
