Lee 4 Segment Crimp Die
Can I use this die to crimp .223 bullets even if they don't have a cannelure?

Yes you can... but that's really no good way to treat a bullet.
You might try it and see if it does not negatively affect accuracy. If you are pleased with the results, you are golden. But you will pretty much be squeezing a rifle bullet that wasn't designed to be squeezed out of round.

Well I'm not to worried about the accuracy since they are incendiary. However, do I even need to crimp at all?

I believe there are some instances where crimping helps... but for the most part, I really don't believe that you need to crimp. Your case mouth tension should be proper after you size the case.
I don't crimp my rifle rounds.
