¿ Blackpowder storage in AZ
Anybody have links to info on regulations pertaining to storage of black powder in small commercial quantitys in Arizona ?

Try the ATF regs...you should find it there.

You're suppose to have a fireproof box that is lockable and has caster wheels (so you can roll it out of a burning building). Can't cite the specific ATF regulations.
I think that if you're going to store over 50 lbs, you must also have an ATF license.
