SBR Question

If I buy a "normal" AR rifle (16" barrel) and I want to put a 7" upper on the gun, can I just complete ATF form 1 in the name of a living trust and once approved by the ATF purchase my 7 inch upper? Can I swap the 7" out for a 10", 18" and 24" at anytime?

Do I need to do any ATF required engraving on the lower?
