The folding tool is a hand primer, the tool that mounts to a bench is a roll crimp for shotgun, the small red disc goes under the rolled crimp, the metal tool at the top right is for extracting shot gun shells out of anything they got stuck in, reloading tools, shotguns etc., the tool that looks like an awl is a primer punch, the wood tools are/were for stuffing wads, powder and shot under the little red disc.
The tools are old, 100 plus years, price and value is what you can get out of it and what someone is willing to pay, I have a wide mouth gallon jar gulled with similar items, that is the only way I have found to display, and when I get tired of looking at one side, I rotate the jar, I have jars, lots of jars, filled with any and everything. The little cardboard circles are top wads for paper shotshells. They could have been made at any time and likely weren't part of the loading kit.
BGI stood for Bridgeport Gun Implement. BGI was the manufacturer. I've seen other tools made by them over the years, they seemed to specialize in shotshell tools. Your rig could have been made anywhere from 1890 all the way through the 1920s. Ideal was selling similar tools in their catalogs that late (including my Ideal No. 26, which was printed right around 1916-1918) Here's a link to a historic article in the NY Times that mentions BGI (along with Remington and UMC). http://query.nytimes.com/gst/abstrac...D0405B8385F0D3 What I didn't know is that apparently BGI also made the Forschner drill bit! I'll be damned, they also made early golf clubs! Here's a google search on them. Read through the stuff, some of it is very intersting! http://www.google.com/search?q=%22br...ient=firefox-a And they apparently also manufactured the Flatteau "Bridgeport" rig... Wow.

There are a few free patent search sites that should turn up some information.
