Maybe I'm wrong, BUT when you list those two entirely different bullets like that, it makes me think that YOU think they're the same!?? 165 SST/GMX. The SST is a cup & core bullet that will fragment easily. The GMX is a solid guilding metal bullet that will hold together even in the biggest animal, not shed weight. Hornady treats ALL it's 165 bullets the same, giving them all the same starting loads.

IMR-4350- 48.1 starting to 57.0 max. From the Hornady 8th edition manual.

Yes Hornady 8th lists both with 48.1-57 grains of IMR 4350. Overall length recommended for both is 3.210". They tested with a 23 3/4" barreled Win mod. 70 using Hornady cases and Federal 210 primers. Velocity given with the start charge was 2400 fps and the maximum charge at 57 grains showed 2900 fps. Start low and work up.
