03 C&R FFL questions..

I did a search here and on the ATF site, and found very little.

Perhaps someone here can answer my questions.
1. How much is an 03 FFL?
2. How frequently is it renewed?
3. Are there any special requirements (I read that for an 01, you need to be zoned for commercial activity, but I cannot imagine that is a requirement for an 03).
4. I seem to recall that some people post that they get a discount on powder/primers from Grafs, Powder Valley, etc., ...anyone care to comment? This is the primary reason for my interest.

Thank you, Rich
