I would like to know what are the differences between Truncated Cone bullets and Flat point bullets (like those from Hornady)? Thanks.

Flat points don't necessarily come in a cone. They may be rounded, with a flat point. Truncated cones may be hollow points or flat points. Both may be full jackets or semi jacketed or lead (unjacketed).
