how to mount a scope - Marlin M99/M1 .22

Hey all. I have a buddy who rediscovered a Marlin m99/m1 .22 rifle hidden in his garage while cleaning. After oiling/cleaning it and firing a few test rounds, he realized he cannot see very well anymore and was talking about getting a scope for it. Me, being a good friend, would like to purchase this as a Christmas gift for him.

I don't know anything about this rifle or optics in general. I was hoping someone could please point me in the right direction for a cheap rimfire scope for old eyes. Also, how would one go about mounting a scope on this rifle? Would I need to buy him a rail to attach? Do scopes come with mounting hardware? I am new to this and the holiday is approaching quickly. Please help.
