Looks like you are basically there except for the manual.

It's hard to go wrong with an RCBS 505 scale. Look on ebay and get a deal.

The Lee safety scale works too. I have a Lee and an RCBS 1010 that I check against each other when setting up my powder drops. Totally different setup, so if they are both the same, I'm either screwing up 2 different ways, or I'm good to go.

Can't help much here I have a Mec 650. It uses a powder bushing so I don't have to weigh the charges.

So far, so good.
No need for "shell holders in the sense of holding a shell while it's being reloaded in the machine. If you are refering to a loading block to hold shells during the loading process, then midway sells some wooden shell blocks for that.

*Shell holders
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
What I need to reload
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
*Powder
*Hulls-3"
*Wads-3"
*Steel #6 shot

The items above are a little too general in nature. Component selection for loading steel is VERY specific. Alliant STEEL powder is the only one made that will give you the performance you expect from steel shot. Wads for loading steel are special, in that they are much harder, thicker and longer than lead wads. Ballistic products has a full line of shot, wads, empty shells, powder, buffer, and loading data. Go to www.ballisticproducts.com take a look around, then order a catalog or order from the website.
*CCI Shotgun primers
*Cardboard boxes (To put shotshells in For I will be reloading for myself, and 2 of my friends waterfowling)
The lyman shotshell handbook also has some steel shot loading data in it. I find the loads in there to be anemic,(too slow), to be usefull for ducks and geese. They may be alright for upland game where you have to use steel.

PM me if you have more ??
