Winchester 1897 Dilemma

Hello, everyone!
I bought a ratted out Winchester 1897 to make into a trench gun repro. I'm pleased with the outcome of my project, but I'm having an issue with the gun.

When I try to cycle the action, the carrier seems to hang up on the face of the shell in the mag tube. If I press the round forward slightly in the tube, the gun cycles fine. Have any of you seen this issue? I can't decide if the mag tube is sitting out of position, or if the carrier is slightly too long to accommodate the shells...any suggestions?

Try going to the CAS site. The '97 is fairly popular with Cowboy Shooters and there are a bunch of gunsmiths that work on'm.
