I made the OP. I recall the topic but never really got the straight dope.

By the by, it's somewhat moot. These "munitions"

didn't seem to live up to expectations in the 2000s.
There are still a few frangible & "exotic" handgun loads in the USA that seem destined for ExtremeShock's fate but we'll let nature run it's course.

I won't name names but feel free to post a few guesses if you desire.
