R.F. Wells Reloader

I recently bought a reloader, and it is a R.F. Wells. I've looked around the web and can't find any information on it. I'm leaning towards the maker might be a spin off of the old herter's reloader as both have the same dark brown baked on paint job and the handles are indentical. Any help with age? history? and value?
