Newbish question - green coated brass???

I picked up a couple hundred pieces of .223 brass the other day at the range (not sure how I got so lucky) and about 50 or so pieces were covered with a shiny green coating. I have tried to search this on my own but apparently don't know the right search keywords : ).

First, what is this??? Military surplus??? Wolff???
Second, can I reload this???
Third, is it safe for my AR???

Would have asked the guys at the gun shop but I just got home and don't want to waste any primers or time prepping this stuff.

See if it will stick to a magnet.

If it's not tarnish, it may be a coating over a steel case.

What did the headstamp read?
