gun shooting 7" hi at 25 yards,rear sight a lowest setting. shorter front sight?

Raise that front sight. (!)
(causing you to lower the muzzle)


(Also consider, of course... what range will you really be using it at)?

On one of my Rossis I have the elevation ramp removed to lower the rear sight enough to get the gun to hit POA.

You need an additional 150 thousandths (0.15") on that front sight. See HERE for options from Skinner.
