I know Xinhua is a news agency, but does it have any other significance?

Unusual is an understatement. Marked "Xinhua" in the western alphabet, English writing in another area. I'm guessing that it's a homemade piece from somewhere around 1896, made from pieces of different guns, probably in one of the areas where the British held sway. That's my guess.
