Youth hunting

My little brother is 17 and often goes out four wheeling at night. He often time takes a small handgun with him locked in his console when he goes. My question is what is the legality of this. His girlfriend is 18 and she is always with him, In the minor possesion of a firearm law (http://www.azleg.state.az.us/ars/13/03111.htmto know)

It says that if he is engaged in a legal target shooting or hunting activity, legal transportation it is okay. But does this apply for at night?
