I contacted the historian at the Washington State Patrol who said that these were issued in the 1950's and surpluses in the mid 1990's when the last officers issued the Model 12 retired.

What a neat old gun. It sure doesn't look like it spent 40 years in a cruiser rack though. Some Captain or other admin type at HQ had that gun I'd bet!
