What is the considered Norm-ish in Torque values for a short Action in a bedded stock

I am converting Newtons to Inch Pounds.. The manual I have indicates 7(nm)
Is my conversion correct at 61.9 inch pounds to Something like 5.2 foot pounds?
I guess I'm Just look'en for Conformation please.

60 inch pounds is about normal for a Remington 700 or similar.
