Expanded Neck on Ak47 brass???????

Anyone give me an idea of why this is happening? Is it normal. I want to reload this brass if possible. See picture.photo.JPG Between the top and the shoulder there is that expanded area.

My Saiga had a machined 'step' in the chamber that resulted in the brass in your picture. I discovered the Russians do this to determine if a round is fired from a civilian or military rifle.

Mine resized without issue.

Chris! Thank you so much! That brass was fired from a Saiga ak47. Your are awesome. So nice to be able to get on these forums and delve into so much experience. Thanks again.
