Witness saves lives

These threads get closed pretty quick, but there was a guy at an rv park that shot a couple over an argument about dogs. An armed witness shot and killed the gunman when the suspect fired at an officer.

There are differences in the story from station to station. But here's a link.

Am I reading this right? (Or is this somehow required under Texas law?)
If so, this is a gross waste of taxpayer time, money, and sleepnessness on the part of those
involved who both did the right thing..

I think it's pretty standard even though it was justified.
