When you say it will not fire, what exactly is going on at this point? Is there a click but no bang? Is there no click? Is the bolt all the way forward?

I would say it's a problem with it not returning to battery. you may have a bent guide rod or worn out recoil spring. hand charging draws the bolt back farther than standard recoil does so it is probably slamming forward with enough force to return to battery but it just can't get enough juice to return to battery after recoil.
