This has been covered several times. Go to the ATF website, request form 7CR (F 5310.16), wait for it, fill it out and give a copy to your local police chief, then wait some more:

Be a nice guy and request 4 or 5 of them on the website, so when your friends decide they want their C&Rs you can give them the forms and cut out the first round of waiting.
