C&R transfers between individuals
I'd like to start browsing the Internet auction sites for milsurps but am not sure about the actual transfer process if I should buy one. I have a C&R - can an individual transfer a C&R firearm to me if they don't have one themselves? I'm trying to avoid the whole 01 FFL middle-man transfer issue.

Absolutely, as long as not otherwise prohibited by your state law. You can even acquire from individuals who are residents of other states. Just be sure to log them in you book.

Don't take this as an insult, but you need to read the regulations book the ATF sent you. Messing up something with the ATF is no better than messing it up with the IRS, you will really regret it if caught. I would not use the license until you know more about it.
