Speed and Power...

The 22LR has speed. It can go faster than you can run.

It has power. I have seen it knock down cans of beans from OVER 50 feet away. I recommend that.

i heard mention of the 338 winchester, not my first choice, but may i suggest the .30-.338 winchester mag, or the .30 belted newton ( the .30 newton was americas first .30 cal magnum (w/o a belt) that came about the the late teens-early twenties of the last century, and it was a good round, but time killed it off.

The 308 low recoil a wide selection of bullets and accurate, mines good with lighter bullets in the 125 to 130 grain range for varmint I get 3100 fps with these pills

I'd second the 7mm STW. Ammo is expensive, but not outragous ($2.50 a pop).
or
.338/.378 W/B, but ammo is over $5 a pop.

Sounds like to me that he's looking for something halfway between an ultra-flat shooting 22 and a ultra-energy 458 Lott! Sounds like something around .33 caliber. Hmmmm. Wonder how much "punishment" at the butt stock he can handle.

The only way you can get lots of velocity in a larger bore is to use lots and lots of powder. The same is true of a "flat" trajectory. At some point you need to consider your intentions, and how far you intend to shoot. I can shoot my 45-70 with 500 grain bullets, 65 grains of real black powder - out to 600 yards with consistent results. The bullet is only traveling about 800 fps at that distance, but the energy is HUGE because the bullet is large. As far as speed is concerned - I can "drop the hammer" and put the gun in my lap before the bullet gets there....

Do you smell what I'm steppin' in? There has to be a compromise somewhere because the Luke Skywalker Laser Photon Blaster hasn't been perfected yet!

You might look at Youtube, and check videos of tracers from a .308 etc.
Just type in: "FN FAL 308 with tracers". The (also) very short M-1 Garand video was better.

Are low-cost tracer rounds available for the SKS or MN 44 etc?

One more .25-06 fan... Unless you are shooting at elk or larger then .300 mag.

Others have said much about the effects of such rounds. The 22-250 is a glorified 22, with 3000-4000 fps. Just because it pushed the bullet initially at high speed, that doesn't make it flat shooting. Light bullets give way to air resistance quickly. Heavy bullets, with excellent ballistic coefficents don't.
Best Velocity and power? BMG. 750 grain boattail has an extremely high ballistic coefficent.

Now, back to reality. You pretty much want inexpensive ammo, and high velocity.
The only way you are going to get reasonably priced ammo is to go to one of the military surplus rounds. .223, 308, 30-06, 7.62 x 54R, 6.5 x 55mm, 7.5 x 55mm, 8mm.

The Weatherby line of Magnum calibers are certain candidates for fast, flat shooting, and hard hitting. They are well established as they have exsisted since mid WW2. They come in sizes to handle every thing from a varmit to African game. That being said they are only cost effective if you are set up to reload (the brass is the expensive part, but will last several loadings)
We have a .270WM and .300WM here at the house and love them....with the boss break on the muzzle of the MK V .300WM, we have no trouble going though 60rds in a range session( and dont feel beat up and sore shouldered)

I have always been told that a .270 has one of the flattest trajectories.....i have a .308 and i can shoot consistent patterns out to 300 yards, but i know the gun can do better
