I'm sorry to hear that they've changed their policy.
Then the problem may be because you're only using a Hotmail account instead of giving them your main internet provider email account that is associated with a billing address.
I registered with Gunbroker using my main internet provider email account, and they also allow me to use a secondary "public" email address for privacy reasons that is different.
So maybe if you register using your "home" email account from your internet provider then using a debit card wouldn't be an issue.
