Nope.
The 03FFL is for collectors of curios and relics and absolutely NOT a license to do business.
01 Dealer and 02 Pawnbroker cannot manufacture ammunition for sale unless they also hold an 06FFL.
An 07FFL Manufacturer of Firearms can also manufacture ammunition....no 06 needed.
