Anyone who tells you there's a capacity limit in PA is blowing a bunch of hot air at you. So far as I'm aware the only states which won't let you carry magazines with over X number of rounds in them also ban the sale and possession of said mags.

Not a lawyer though, so have a grain of salt with that...

People will tell you all sorts of weird things about guns and gun laws. They probably learned most of them on TV... if most of the crime dramas on air are to be believed, you can't own an unregistered gun anywhere in the country and God help you if you load it with those evil cop-killing hollowpoints!

I wouldn't be half surprised if the person who told you that you couldn't have a 17-round mag was from NJ... there is a capacity limit in effect on the East side of the Delaware- 15 rounds IIRC.
