In most professions, ordinary citizens need to spend their own money to:
1. take licensing exams
2. attend continuing education classes and/or training
3. pay professional/association dues
I see no reason why police officers shouldn't be required to pay whatever they need to for bullets, targets, range time, supplies etc. to meet qualificaton requirements. Why should the government pay for this?
How is it that we all have just accepted that "government employees" are entitled to have all of their training, supplies, etc. paid for by someone else.....but folks who don't work for government have to pay for similar things all by themselves?
