Both. I decide I want something, and save up the cash..... then, when I have the cash, I see something on sale, which may or may not be the thing I wanted in the first place, and I buy it.
I end up with some really good deals this way ...... $99 Mosin, already cleaned of Cosmoline, when I was saving for the $149 Mosin packed with goo..... $299 Yugo SKS went on sale for $199..... was saving for a $350 GP100 and a Colt MkIII showed up for $300 when I went to buy it.......
