Unless someone has an FFL to manufacture ammunition you are pretty much out of luck if you intend to pay someone for making you ammunition. The other issue is safety and insurance. Most common people don't have insurance to cover themselves making ammo for someone else. No one wants to be liable for your gun blowing up in your face because of their mistake.

Most of the folks here on this board won't make ammo for anyone but themselves.

Take option 2. Someone will buy them. Its a whole lot easier than trying to stay legal by technicality.

Of course there is the other option. . . . . . reloading is quite enjoyable and doesn't cost an arm and a leg to get started. . . . . . . . for $150 you could be shooting your own hand rolled ammo by the weekend.
