The top picture shows one installed. It replaces the rear pin in the 10/22 receiver and provides something other than steel-to-steel contact for the bolt when it reaches the end of travel.

It also buffers the force by providing some shock-absorption so that the bolt impact is not transmitted directly to the aluminum receiver. In a silenced 10/22, I suppose it also reduces the action noise somewhat.
