I am confused by your statement that you do not wish to carry the rifle with a chambered cartridge for safety reasons. Being in Bear country, where you expect to have to defend yourself, when as you say, they attack quickly, and your chamber is empty?

I think you should just stay home where its safer.

............and if you can't stop a bear with three rounds of .338 WinMag, you are truely in big trouble.
