There is no such thing as allowing anything "by proxy." If there isn't a law prohibiting something, that something is legal. "Proxy" doesn't enter into the discussion.

On the other hand, Ohio didn't allow concealed carry. The Ohio Supreme Court ruled that the state constitution specifically enumerated a
right to carry, and thus said that if concealed carry was banned open carry had to be allowed. So Ohioans began open carrying, and magically within a couple of years Ohio had a new law establishing a concealed carry license system. The usual suspects (tm) naturally predicted blood overflowing the gutters, which of course failed to materialize
