Need advice on finding "tactical" ar-15

My dad and I were in a gun store and a rifle caught his eye. Much to my surprise it was a tactical looking AR-15!! (He's pretty much only liked more old-school bolt rifle designs). Seemed a little over done to me, but either way, I'm impressed that he is interested in that type of rifle. I'm pretty sure the one in the shop was a one-off someone customized.

A basic description was a fluted heavy barrel, bipod, quad rail, some kind of boot-looking adjustable stock (not your standard m4 stock) with a Konus scope, all pulled together with a tastefully done OD Green paint job. Not all parts were colored, but who ever designed it did a pretty good job. He wants it to be chambered in .223

Is there any companies that produce a similiar rifle? I'm afraid he's SOO new to AR's that trying to build him one would be a nightmare.. entirely too many options to show him. Not to mention I'm not extremely experienced at it either.

Price and scope I'm hoping to keep it close to $2000. Thanks for your help!
