If I understand correctly, you live in Italy, your father has a full auto collection and they can only be "released only in the case of death of the previous license holder"? It's not clear whether they can be transferred to another individual that already has a license, but no one can get a license now, or if one can NOT get a license now.

In any case, you cannot value your collection based on the value they might bring in the USA, because - they CANNOT be brought into the USA.

If they are not transferrable, they are pretty much - of no value to an individual. I assume the Police/Military can own them, so they'd probably give $200 each for them.
