It doesn't have to. The SCOTUS already ruled in
Heller that the RKBA, although an individual right, is subject to "reasonable" regulation. Of course, you can't get that from the words "shall not be infringed," but they managed to contort their way into it anyway, so it's the law of the land.
I am incredibly [angry] still at Scalia for writing that, but I suspect it was necessary to get the fifth vote.
