GNLAfrance-Don't want to jump on ya,but yes a felon can own a Black Powder gun.They can also own a Cross-Bow. My Brother is a convicted Felon and that is all he can hunt deer with now is a Black Powder,He is also semi-handi capped so he also has the right to use a cross bow.I can say for all states,But in MN you can
