38g of 380 with 52g a max ..
I'm going to assume you mean, 38.0grains of H-380 powder with a 52 grain bullet..?
Back when Mr. Hodgdon first got a hold of a new surplus powder, yet unnamed, he worked up a load in his 22-250 of 38 grains with a 52 grain bullet. He was so impressed with the accuracy of this load he called this surplus powder H-380..
As for reloading the 22-250, it is virtually wide open as far as what any one rifle will shoot well, and you will get a lot of different suggestions.
The rifles I have worked with, and my own liked these powders the best with 52-55grain bullets;

IMR 4320
H-335
I usually have the best luck with Fed 210 primers.
