Why, exactly, do you all think 1) ATFE will get involved and 2) it's a good idea to get them involved?

The seller hasn't violated any firearms laws because he hasn't made an illegal firearms transfer. He has committed fraud certainly, but there are other agencies who deal in this, not ATFE. Unless, you'd like ATFE to be given increased authority over it.
