An excerpt from Page 76, Paragraph 4:

The Gladius is also the first on the market to be capable of automatic strobing. Sometimes controversial, the tactic of strobing is well proven to be useful in disorienting a target.


A question, if the tactic of strobing is well proven to be useful, then why is it controversial?


The author did not explain why in that article.
