That's the cylinder stop. It pops up from the bottom of the frame and arrests the rotation of the cylinder.
In the second image, you are holding it upside down. The beveled edge goes up. The 90 turn goes forward (toward muzzle).
It's been years since I've disassembled mine. I think the hammer goes in first and then the cylinder stop. Then the trigger guard.
