Not likely. In most decent-size towns/cities there are missions, soup kitchens, and various professional aid entities, such as The Salvation Army, churches, etc. whose business is to help people such as this guy (IF he's legit).

True- Those places are great & needed
Would YOU go to one or try selling door to door first or anything else possible to make a honest buck without takeing charity
Might be pride & wanting to work involved or just a low life wanting to steal -
