Fort Hood (Killeen), Fort Bliss (El Paso), Camp Bullis (San Antonio), etc.
I'm just saying.

Yes..U do need it for some hunting on public land..just not all hunting....No orange for turkey hunting or for migratory birds..such as doves..ducks..etc....
